Hey vtoyparker this is a HUGE service it is called "PSD to wordpress".

I suggest to google: "PSD to wordpress" and try and find reviews for different companies. Or I am sure if you look here in the warriors for hire section you will be able to find somone.

My only advice is to pick someone with good reviews so you don't pay a bunch of money and end up with website that doesnt look anything like your psd.

It took me like 3 weeks to learn how to do it. I s not easy but you have to know how the codes work

I try to design the wordpress theme using this dvine plugin but There was some error in that plugin while installation.

I wouldn't suggest softwares for making wordpress themes...best way to make wordpress theme is to slice it in PSD than just code it manually with notpad++ or simillar software

To make your website in wordpress you need to learn about php,MySql and web designing. First convert your adobe photoshop template to html and then download wordpress and install it on you localhost.
