Even after Unicode (UTF-8)................

I've been translating my site into Spanish but some pages & Photos are not showing or are unseen because of characters or letters such as Ã' é in the words. I have made the pages properties UTF-8 using Dreamweaver but they are still not showing up. Any ideas what I am missing or doing wrong? I found a few pages with such letters on the tags after Google search of content containing the word or letter ---- Ã' é ----- on Wikipedia so I don't get it. :confused:

    I also put this in all my pages <meta http-equiv="content-type" content="text/html;charset=utf-8" /> but they are still NOT being recognized or visible on Mozilla, Chrome, etc. what gives????
