I created a CMS and I wondering when would be a good time to completely switch over to HTML5?

When the HTML5 standard has been finalized by W3C. It was a working draft last time I looked. I would however start using the HTML5 doctype right now. Actually you could use the new elements header, footer, section, figure, aside etc. now as well but for IE7 you'd need a Javascript fix if you want to support that browser. I decided against using multiple H1 on a page (which HTML5 does only suggest but not demand) because people (users/customers/clients) don't like that idea and are afraid of possible SEO issues.
