Why does my site not have a scroll bar?

Long time to see. But as usual I always end up back here cause you guys always have solutions to my problems! So thanks in advance.
My site chooses to have a scroll bar sometimes. I have an in window pop up that comes up every time and sometimes after you cross that off the page will continue to load then the scroll bar disappears. I have no idea why it is happening in the first place, but that fact it only does it sometimes confuses me even more.
The site is Guitar Burning Speed - Guitar Speed | Shred Guitar the pop up will come up in 3 seconds, cross it off and hopefully you will see what I mean.
