What kinds of template, Static (Html) or Dynamic (Wordpress)?

It depends on what type of template you want to create. Template can be a very simple one as well as also can be very complicated one also.
So it depends on how you want it.

I have sites use WP, and other sites write html by hand, it is a big problem for me to find a simple html template. Hope you guys recommended some html templates.

Hi, Don't get much troubles. Making templates in a short span might be difficult to every one but using others templates to design a page is much easy. I used templates for my launched websites at Thewebpole.com from the 3000+ availability.

Most of the time, I just find a pre existing template for whatever CMS I may be using and just edit that to my liking. It's much easier in my opinion because the core structure of coding is already done, so all I really have to edit is CSS and perhaps a little HTML.

BillyM is right. It's better to find a free template or buy one for $5-$30 than to do it from scratch. If you don't have the skills it will eat a lot of your time and the final project won't be very satisfying. Find one that suits your needs and just edit the CSS and HTML if needed.

There are 1000s of website from where you can download free web templates, but quality is bad in free templates its to invest some money and get it done from some Good company. A good design reflect your company reputation ...to me thats important.

Depends on how complicated you want to make the template. If you planning on just a basic design then probably not. If you are planning to create a fluid template that is compatible with mobile's the yes. Buy the sounds of the comment you have not designed a template or a website before. In that case i would suggest you invest some money in buying a template you like.
