Do you mean like scrolling across the page? Use marquee. Like this:

You won't be inserting this into the web editor.
I'm assuming your running WordPress since you mentioned web editor.

There are dozens of free plugins that do what your requesting with various features and settings. You didn't specify your exact usage for it so it would be best to start browsing at wordpress.org to find the one you like.
Many are widgets, some are not.

No I don't use word press I am using a web editor called serif which has a lot of features but not the no scroll bar one. I forgot to mention that the sites I have seen that don't have scroll bars in some of the text boxes have little arrows under the box as well.
