I'm not specialized in ebook formats however a simple pdf with table of contents with links to the chapters is probably your best solution.

You didn't say what you created your pdf ebook with, but....
Basically you will have a TOC that contains the Headings and/or chapter titles to each section of the ebook.
You can also have sub-headings/sections under the main chapter titles depending on the depth of your ebook.
    Then....
Just internally link those headings/chapters in the TOC to the actual chapters.
If it's a small ebook it may not be necessary to have a TOC.

How it's done depends on what your doing it with.
Adobe Indesign & Adobe XI Pro = the best
    but....
    product usage/knowledge required.

    Re: TOC

Any decent word processor (MS Word, OpenOffice, LibreOffice etc.) will create the TOC automatically if you used the headings properly for your Parts, Chapters, sub- and sub-sub-chapters and so on.

Unfortunately, most people have no idea how to use correctly the headings and styles... so they end up manually screwing around with font-sizes and fonts - and then (because there is divine punishment, LOL) they also have to link manually each TOC line to the pages, which should be done automatically

P.S. If you want to hire somebody - you are in the wrong forum and may end up with a deleted thread. The mods are picky around here and will let you post only about web design.
