Barbershop,

You could download a trial version of adobe Photoshop elements. This would give you the basic tools for creating a banner ad. Alternatively you could make banners in Gimp. You could also check out banner snack (a web based banner maker).

  I use a product called the Logo Creator. This post tells you about it as well as showing some of the banners and headers I've created with the aid of this software.
