What are the languages behind building a Wordpress Theme or Plugin from the ground up or tweaking them that have PLR? Would it start with mainly HTML, CSS, web based side and PHP and MySql server based side? I want to eventually create my own product(s) to offer as WSO's

You should have an understanding of the following:
HTML, CSS, Javascript(or jQuery), PHP, MySQL (optional) and most of all, Wordpress API (Wordpress Plugin API, Wordpress Theme customization API)

Have a run at Google with "creating a wordpress plugin from scratch" and "creating a wordpress theme from scratch", and you should be good.

Yeah, start with HTML/CSS if you don't know those already. A good course is tutsplus - 30 Days to Learn HTML/CSS

And then you are gonna want to learn Javascript, jQuery, PHP, and MySQL, and WordPress API

i would start with learning CSS - you will use this mostly. also have a basic understanding of php and how to edit php. with this you can do quite a bit
