Do you mean using a fanpage? Or you mean like a pop-up when Fb like+share box pop-up before someone wants to download from your website?

  There are scripts that you buy. What you mean is a social version of something like tell a friend script. In this case they share your link then they can download your product.

If it's a Wordpress site, there are free plugins to encourage them to Like your page.

I use WordPress › Facebook Page Promoter Lightbox « WordPress Plugins

You can set how often the popup appears for visitors (every time, once, monthly etc.)
