Where should I look for good looking commercial website designers?

Two of my local designers are totally overloaded with work and my backup is gone for a month.

I've tried finding designers with Odesk in the past, but each time I did I ended up spending a great deal of time explaining the projects in extreme details, reviewing portfolios, interviewing to end up with mediocre results.

Anyone has referrals or tips on finding a good web designer who has talent, structure and knows to use Photoshop for web design?

      I've used Elance a few times, mainly for logos, you tend to find the cheaper they are they less effort they put into the work. But i have seen a lot of web designers and a lot of people have given great reviews on some of the work completed...

      Are they needed to do just one off projects or work on a regular basis?

    Have you checked the Warriors for Hire section? I see a few designers ads there. Least you can get some idea about them being they are forum members.
