    A "blog" is technicaly an online diary that's open to the whole Internet. But blogging platforms are used to much more than open online diaries.

    If you don't want to spend money on your own domain and hosting, there are plenty of free alternatives out there like blogger, wordpress, tumblr, etc.

    If you want your own domain like "YourName.com" and your own hosting so YOU are in control of your site and not a 3'rd party service, it only costs $10 for the domain name per year and $10 for hosting per month.
