Designing or Programming and Price?

I'm looking to outsource work regarding building a website like FML: Your everyday life stories with the same design and functions.

Should I then look for a programmer or a web designer?

And how much would you say I should pay for it?

    You have to look for both , a good programmer can also help you if he is good in designing part also .

    Price may differ according to the exp of the programmer and the web designer.

    It also depends upon your budget.

    I'm trying to figure out what my budget should be - it depends on the price.

    I have no idea if that stuff will cost like 50 dollars or 2000 dollars.

    And also, is a programmer necessary? Or is a web designer necessary? I don't know much about this as you can probably see, but what is the exact difference between those two?
    When I build wordpress-org-sites, am I then a programmer? Or a web designer?
