Why do these kinds of strange charactors show in html pages or emails?

Sometimes I'll see them in html emails. Other times I'll see them after exporting/ importing product descriptions from one shopping cart to another.

I realize it has something to do when punctuation is used but sometimes it happens and somtimes it doesn't.
