Hi,

Please! How do you convert an html code of a banner ad to the
actual image in order to resize to a new dimension and upload to
my facebook fanpage?

P.S I´ve tried irfanview without any success.

You need to download the actual image, resize it in any image editing software and create html code for the new image and upload the new image somewhere.
