There is no need to scream in capital letters.
If you don't know some HTML and CSS you will not be good at creating websites because you will never have full control over the look of the elements of the site you're building. You cannot be good at anything in life if you don't invest efforts in it.

Most people will suggest WordPress. Plenty of great tutorials out there to get you started.

There are so many tools available on the internet ,but manual work is always best than use of any tool. because it restrict us .

I would highly recommend using good old fashioned Microsoft Frontpage (No it's not extinct!) lol. The great thing about it is that in design view it can be used much like creating a Microsoft word document. So if you can comfortably use MS word then you can design a web page. Then it is just a case of uploading what you have created to your web hosting space
