You can take a look at the psd2html Gimp plugin and see if it can help you. It's all open source so no cost of trying it out.

converting a psd to html is complicated, there`s guy that will do that for 50$ (here on warrior for hire or on odesk/freelancer)

There are a lot of courses for PSD to HTML conversion. I like those at Lynda.com. You can also check my conversions at My Own Designs Portfolio Website . I used Bootstrap to make the themes responsive.

Yeah this is some in-depth process and needs to be coded quality so I rather recommend you either learn this by a premium course or outsource outsource outsource...literally thousands of people on freelancer will gladly help you with this.

You don't just "convert" it form psd to html, you code every object that is in the image to work in html. For example if you took a screenshot of this forum, all designed and then you would have to code that the warrior forum header should be xxx pixels wide and all red, the warrior forum font should be this and this, all buttons, texts, and elements you see will be coded and placed one by one, each divider or text line

if you want to learn video in action and free, youtube is your friend you just have to learn on searching the right vid.
