If you want to do local lead gen, not a cpa offer, then I would look at real estate. We did very well generating local real estate leads a few years ago. Realtors jumped all over them. Something I have been meaning to start back up.

You sell the leads directly. Don't worry about customers, just call a broker and tell them you have a few leads for them for free. Call them back a few days later and ask if they want more.
