Retargeting With Facebook: CPM or CPC

Any advice on whether to use CPC or CPM on retargeting ads on Facebook? Keeping in mind a smaller custom audience number (below 1,000).

    I never do CPM - In my opinion it's an outdated business model so I really only stick to CPC. However, retargeting customers who were initially NOT interested to click on your ads in the first place seems like a waste of money

    Retargeting targets customers who did click on your ads, but for one reason or another didn't opt-in or buy your product. Showing potential customers who clicked through to your site another ad may reignite interest. Of course, if your site sucks and that's why they left in the first place, retargeting isn't going to have much effect.
