There's an active thread about linkwheels going on within this forum, and it should probably answer many of your questions. It also links to some valuable resources with more info about them. Have a look at it here:

The Linkwheel Method - Is it white hat? Does it work? Are there risks?

Yes, they work. Check out Lemonarian's blog about it, he has a great PDF explaining the concept of a linkwheel. Here's a basic explanation:

Basically, a linkwheel or focus hub is a set of SIX Web 2.0 properties interlinked in a “wheel” structure, all promoting a specific page on the internet.

I think as long as the content is good and your not spamming the heck out of stuff it is fine. Really it is no different then linking to an ezinearticles article from 50 other directories.

My theory is if you produce crap you will get crap back, add good content to the web and you will get good things back.

Totally agreed with you, and linkwheel is the concept evolve from many similar strategy, except it links all together like a wheel.

The first time I heard of this strategy is at Traffic Kahuna, but they don't teach you to link with each other, rather direct link to the money site.

Many black hat sites using spam link to the link wheel, and it still works! Spammer creates linkwheel to avoid hurting the main site because of direct links from spam sites, that is just a safety feature to laundry the links into white links....

Good content will attract links naturally, but you need to Jump start some traffic to do that!

Building links are still very important to get rank fast and high, good content itself not going to get you anywhere, unless you use the cherry picking techniques - Only target long tail keywords in all posts.

the linkwheel the black hat guys are doing is just a way to shield there main site from the spam they throw out.

Do it the right way with good content and you will be okay, its not a new concept but a very abused one!!

People talk about good content, good content and good content. That does not just end there. You need to market your work and even in unconventional way.

I see google showing all junk pages why because they just have too many links pointing to them.
