Google Traffic Throttling

There is an interesting discussion going on over on WMW about traffic throttling. While there are varying descriptions, I understand it to go something like this:
1. Applies more to medium and big sites
2. You can only get so much traffic per domain from google searches
3. You might go up on one search and down on others, so it is like squeezing a balloon.
4. Throttling may apply to the time of day and days of the week as well.

Anyone else want to chime in to support or debunk this theory?

    Do you have a link so I could get a better description of it? Sounds interesting, and WMW is one of my favorite places.

    Yes, tedster is more an admin. Brett Tabke is the owner over there. It's probably the first big webmaster forum on the well, and well maintained over the years.
