Default Reverse DNS?

Is there a way to find out all the domains that a particular user has registered? I've been reading about reverse DNS but I'm no programmer and I don't understand how it works exactly.

Here is a wikipedia entry which answers your question:

In computer networking, reverse DNS lookup or reverse DNS resolution (rDNS) is the determination of a domain name that is associated with a given IP address using the Domain Name System (DNS) of the Internet.
Computer networks use the Domain Name System to determine the IP address associated with a domain name. This process is also known as forward DNS resolution. Reverse DNS lookup is the inverse process of this, the resolution of an IP address to its designated domain name.
The reverse DNS database of the Internet is rooted in the Address and Routing Parameter Area (arpa) top-level domain of the Internet. IPv4 uses the in-addr.arpa domain and the ip6.arpa domain is delegated for IPv6. The process of reverse resolving an IP address uses the pointer DNS record type (PTR record).
Internet standards documents (RFC 1033, RFC 1912 Section 2.1) specify that "Every Internet-reachable host should have a name" and that such names match with a reverse pointer record.

I hope this helps.

You can find the domains on a certain IP address but it could be a shared address with many peoples domains on it.

Tools like this one allow you to find other websites hosted on the same IP. - Reverse IP Lookup - Find Other Web Sites Hosted on a Web Server

I don't believe there is a way to find all domains registered by a person.
Even if it were possible to do a search by owner name, think about it.
How many john smiths are there?

Besides, some domains do not show up and many people have the info
blocked.

We are not talking about a DNS or IP search. That would be futile. There
could be thousands of sites on the same server. And that would prove nothing.
You may have many sites on many servers.
