Someone please tell me about proper link wheel Strategy ?

I have been working on link wheel from almost a month but i didn't get good result from there.

So someone please help me regarding proper link wheel strategy to get some result.

use unique content for link wheel and change the target keyword every time.
If you put link with anchor tag than use title with href and use keyword with bold effect.
