Landing page with eCommerce question

I want to set up one of the two following scenarios for our B2B SaaS displaying three or four offers. They are all for the same service so I guess you could call it pricing tiers.

In scenario 1 I set up a landing page unique to each offer and promote them separately. In scenario 2 I promote one landing page with all pricing options displayed so the customer can choose which plan fits them the best.

Here's the kicker: Each pricing option will promote a special associated with that offer. One will offer an increased pricing for each new customer, much like the dime sale model used in many WSOs, another option will offer a discounted setup rate. In both cases I want to be able to limit the number of available offers at the discounted rate, possibly with a distinction between industry and/or geographical location. Examples could be:

1. Offer limited to X number of users
2. Only the 10 first in area Y get it for the price of X
3. Only the 10 first in industry Z from area Y get t for the price of X

We could build this functionality ourselves, but I wanted to ask if anyone knows about a software or plugin that provides the flexibility to implement all of the above solutions?

I would also like your thoughts and feedback on which of the two scenarios you think would be best for promotional reasons, and why.
