Take a look at BackupBuddy

luginBuddy | WordPress Plugins. Even though its name suggests that its a backup plugin, it can also be used to create a template blog and then reuse the same settings, plugins, and themes to other blogs using a backup-restore approach.

Very interesting, I actually started working on a solution for this, but due to my offline business took off couldn't put my hands on it.

Currently that's one of the projects am working on, but this is only part of it. I have been searching the market for simliar products, but couldnt find one. I will watch this thread to see whats out there.

  Wordpress 3.0 now has a "Must Use" plugin folder which installs the plugins for all sites. This is after you activate "multi-user" mode.

Thanks for the information. Now, does BackupBuddy save the settings for each individual plugin? If so, this would be a big time saver for me. How long does it usually take to do a restore on a new blog?

Yes one of my coder friends had that solution. Honestly it's not that hard to get setup....hit up scriptlance/getafreelancer/odesk and you can find someone to hook that up...it's not an uber-hard concept to code and employ. Spend 50-100 bucks to have someone rock it out for you...
