A Simple Paypal Question

Hello Everyone,

I have a simple paypal question. I have added a bank account in my paypal account and then withdrew only $20 to that account. Now the problem is that the account I added is rejected by paypal so please answer my following questions.

What will paypal charge for this?
Does paypal also send any letter by post for this?

I am asking this because I added a new account and I am facing this problem for the first time. Please tell if you know about it.

    According to paypal:
