Is this for real or am I getting scammed (india)?

So,

I have been buying ~20 domains during the years (if not more) using sedo.com
This time however, is a bit different.

The owner does not want to sell using sedo, he wan't me to transfer the funds directly to his PayPal account. This is his reason:

ok deal for $650 but i want paypal and today itself ...reason is tomm paypal is going to change their payment withdrawal policy in india that all payments ON or After 1 march will be compulsary have to be withdrawn to bank accounts and that makes it 30% taxable as its software or services export money
Is this for real or just a bad excuse?

    The reason given is for real, but that really isn't your issue, it is called the cost of doing business. If you don't feel good about it don't do it.

    It is for real from my understanding, but sending the money directly by paypal will not protect his interests, and secondly, if you are not using the escrow services, you are at serious risk.

      The situation described makes red flags go up in my mind. Personally I would not agree to those terms, but you have to decide for yourself.

    Ye, that's what i'm worried about and the reason why I always use sedo when buying domains.

    I will let him find another method that is safe for both of us

    There will be some change in Indian paypal but that cant be a reason for that. He will have to accept other way of payments too if he wants to do good business.

    Good to know that... Paypal has been such a pain in the a** for the past few months for Indian providers. It's easier to fly to USA and collect cash than use paypal

    Always be alert when people start asking to do payments in a different way. Not that this guy is scamming you but,, just be aware. Also,, someone mentioned an escrow way. Do that.

      yes it is true. paypal has changed their policies in india as per the requirements of RBI (reserve bank of india).

    I am glad that it all worked out for you. Any situations like that can always turn out horribly wrong so my advice is if you are going to take a risk, be ready to lose the investment on that deal.

    Most business if you go through a certain service that has rules, some vendors try to go around the rules by having you to pay them directly. Chances are they might not deliver the services to you and they'll end up keeping the money. My suggestion is if you don't feel right about it just don't do it. Business is based on trust.
