Is This A Good Deal??

A friend of the family was visiting this week, he owns and runs a sweet confectionery company. We got on to the subject of google ranking and keyword targeting, he outsourced an SEO company to get traffic to his site.
The company sent him this, I was just wondering is it a good deal, and what questions can be asked in relation to their methods and techniques;

Services to be provided by Add Media (Group) Ltd

Manual link building, comprising of:
1. 200 manual directory submissions
2. 50 social bookmarks
3. Create two individual articles and submit to 50 article sites each
4. Optimisation of meta data - title tag, descriptive tag
5. Review on page content
6. Allocation of an individual business account manager


Charges for Services

Aldomak Ltd agree to pay Add Media (Group) Ltd

1. £199+vat setup fee on the date of acceptance of this Contract
2. £100+vat per calendar month for the duration of the Contract

Feedback would be great, as I'm learning this also

    I'd get the same services on fiverr for $5 each. I wouldn't pay that.

    Is all this included in the setup fee? The price for that sounds about right. Yes, a fairly knowledgeable IMer could get it done for a fraction of the cost, but if the business owner knows nothing about the subject then they are better off paying for it to be done.

    However, that is all one-time work. What would the company be doing on a monthly basis? That's what your friend needs to be asking. Will there be more link-building, more articles, press releases, etc.?

      I definately wouldn't do that!! If he is will to pay up to 200 bucks i would purchase hoist 2.0 much better value and has had a huge impact on many sites!

        What is Hoist 2.0 and how does it work?

        The reason I ask is because they're not even on the first 3 pages of Google for [Hoist 2.0] in exact match, hardly very inspiring.

    Hoist 2.0? must check that out, thanks. Fiver is good too, but can be suspect sometimes.
    Thanks for the feedback guys, i could nearly do it myself, but im not 100% as im still learning, dont want to sand box his site or do something that i didnt know about
