Customers tricking PayPal payment system?

Hi,
I am selling digital download products and I am solely using Paypal together with Wishlist Member.
Once in a while I get an email by Paypal with this content:

Dear xxx,

xxx just sent you money with PayPal.

The payment is currently being processed and shown as "Pending" in your PayPal account. This indicates that the amount has not yet been credited to your PayPal account.

Important: Please hold shipment of any goods until the payment is shown as "Completed" in your PayPal account. You will be notified by email as soon as this is the case.
An hour later I take a view into my account and it says the Payment was canceled and refunded. (Paypal did not even send me any notice about this)

Bad thing is the customer had already access to the members area and could download everything because Wishlist Member did not wait until the Payment is really completed.

Because this is not the first time that this happens, I wonder if this is a kind of trick with Paypal that people are using to get an instant refund, or the initially gave a fake CC?

    As soon as I get a notice like that, or a dispute notice, I would immediately go put that customer on hold in the membership site.

    May be your need to determine a wait time for the customers and approve them manually upon the payment receiving. They are doing frauds and it looks like paypal wants to stop them by refunding the suspicious payments.

    When a customer pays with echeck I get an email with the title "eCheck payment in progress" from Paypal. But this wasn't the case here.

    The problem here is that Wishlist Member opens up the Membership section without waiting for the payment to be complete.

    If I only know what I can change in the Paypal settings to prevent this kind of abuse...

      It sounds like the problem is with Wishlist Member, not PayPal.
