Yes, Paypal trouble again!

I bought some software for setting up video websites in php. The multitude of scripting did not want to talk to one and other and therefore would not work. Some of it was 'GNU License' - that means free open source - I contacted the man and he gave me email instructions on changing this code and then that, and it still would not work.

After a whole week messing around and the thing not working I contacted Paypal for a refund - it was only $23.

The vendor had replied they would not refund and that their software works!

After sending it to a claim, the upshot is that Paypal decides with the vendor and I do not get a refund.

If Paypal is not going to have a refund policy, especially with software that could be badly programmed, or have issues with certain operating systems, or different configuration of Linux servers, then I don't think anyone should buy thru Paypal.

    Unless something has changed PayPal does not offer buyer protection for digital goods.

      I agree with you bro..
      Its seems like PP dont have buyer protection...

    Paypal usually takes the side of the buyer. I am an eaby seller, and lot of times, paypal has taken the money from me and given it to the buyer. Amazon is even worse. I am surprised with your experience

    Well, in this case it seems as though it was the seller who is at fault... Yes, PayPal sided with them, but you have to look at it from a seller's point of view...

    Quite often sellers will get fraudulent claims, refunds or bank reversals when the product or the seller has done nothing wrong...

    It's not uncommon for someone to purchase through PayPal and then say they never got the product or it wasn't delivered - thinking the buyer can't provide proof since it's a "digital download"...

    However, with a little proof PayPal will often side with the correct side... of course I'm speaking mostly from the seller's point of view...

    In your case - I would take a few screenshots showing the software doesn't work and also send the emails if you still have them... you can appeal the decision or open a new case, with this evidence the ball would be in your court and the seller would have to prove it DID INDEED work...

    i know paypal can he a huge headache especially if you are a seller.
    i heard and read many different horror stories dealing with paypal.

    From reading your post it seems as if you were trying to integrate both free and paid software, in which case makes me wonder if you were using the software outside the scope of its intended and probably tested environment/purpose. Especially if you had to "change the code".

    If thats the case, then a denial of refund was probably justified.

    There is no buyer protection unless you are buying on eBay. If you are buying on paypal using your balance, you could be screwing yourself. This is why I always use credit card for paypal purchases.
