Competitor is building spam links and points at my website. How do I block those links? The anchor text is very offensive and references my website. Is there a feature in Web Master tools or robots.txt that I can prevent those links from going to my website and being indexed? Also I am not sure where else he/she is creating those links. Any help would be appreciated.

And what do you think all those links will do? Damage your site?

If links are coming from different IP or location, you are safe. Google is not stupid. They know it's a spam.

You can buy 10,000 backlinks for $20 now...easily. Do you think it's so easy for me, to spend $100 for backlinks and get my competition nuked? It's not going to work.

And anchor text means nothing. You can get your website ranked for different keywords. If you are ranked for "dog training" and he is building links to your site for "selling cars". Your site will get ranked for both keywords. But "selling cars" will drop, because there's no on-page SEO. You are not using that keyword in your content....

The only what I can think of is building some additional strong authority links for you domain ... this should help to keep a good balance of your backlink profile.
