What is this ad and how can I do it?

If I go to ebay.com, I'll see a racquetball ad in their homepage. I understand that something in ebay "reads" my cookies and someone (ie. adchoice?) posts according to what it found.

How can I implement this on my site? Theoretically speaking, how much money can one make through this type of advertising?

    Are you talking about hosting Adsense type ads on your site?

    If so, the amount you make varies, you'll never know for sure until you try. There are way too many factors to determine how much you'll make with ads like that on your site. I learned all about Adsense and how it works through a paid product that I won't recommend to you, only because it's not cheap and if you don't plan on really sticking to it and pursuing it fully, it will be a waste of money for you.

    So for now, I would head over here: Adsense / PPC / SEO Discussion Forum

    And ask these guys if there are any free adsense guides out there to show you the ropes.

      Same business model, but on a much larger scale. Those companies are purchasing space from eBay to get more traffic. It's like the banners which you see above the forum. They're circulating with different products.

      With AdSense the advertisement is much more general, and there are no circulating ads with adsense. It's a fixed space, and if you click on it - owner of the site/blog gets a bit of money.
