Which Is Best - Page Title First, or Website Title First?

For SEO purposes, is it 'better' to place the page title first, then the website title, or vice-versa, since there will be a heavier emphasis on whichever is first?

Suppose you have a site about weightloss. The website name is "Weightloss Issues". You target each page to a specific keyword phrase. One page might be "Best Weightloss Program".

You can set up your site to display website title then page title:

Weightloss Issues - Best Weight Loss Program

or vice-versa:

Best Weightloss Program - Weightloss Issues

If you're trying to rank primarily on your website title keyword phrase, then obviously you want website-then-title.

But if you're trying to rank individual pages for their targeted keyword phrase, it seems to me title-then-website would be best.

Can anyone offer a definitive answer to this?

    I also believe page title first would be better. When going through search results, most users simply read the first few words in the page title. So it will be better to put the relevant content first on title.
