Starting a Forum and Getting Members who can post some good thread is really a difficult task. There are lots of websites available in internet who can make some quality threads and throw some users to your Brand New Forum. Just Google it and You will find lot of them. By the way Good Luck with your new venture.

Join related forums and discretely invite members who
make great posts to visit your forum and share similar
    posts.

Before inviting others, seed you forum with some of your
own insightful posts. If new potential posters/members
drop by and see no interesting posts, they will not see the
point in them posting... so it's up to you to jump-start things.

Visit groups or pages on Facebook on the topic and invite
select members from those groups/pages to post to your
forum, the same as you did in related forums.

Perhaps offer some useful freebies in a few forum threads
to give you visitor value right from the first visit.

Invite a few early members to become moderators to help
you keep the quality of the forum up, since that will also
help keep your new members coming back.

I've started several forums in the past, and it can be a lot
of work to get thing rolling

This is something I am looking for as well.
I started a forum [for one Asian country] one month ago.
I can say it is hard to get forum members, I did under estimate it...
I advertised one job vacancy on the forum [the job was real] and that one attracted some people towards the forum. Now I have 470 members with 3361 threads and 11556 posts. Hope one day It will grow up..

experienced Warriors might be able to advise us more on how to get more members...

One strategy most people tell you to implement is to join other forums in your niche and add your own forum link in your signature. What most people don't realize is that some of these forums will not allow its members to add something like this and if they do, they will ban them from the forum.

So if you are going to use this strategy, you need to read each forum's rules to see if this is allowed or not.

You also want to start adding content to your forum by yourself so that it can get some traffic from the search engines. When you start to get this traffic, people will come to your site and start to join.

This is an ongoing process and if you keep at it, your forum will start to get some authority and get many members join almost every day.

There are many websites that pay forum posters to post interesting comments at new forums. You may find a few intelligent and cheap posters to help your forum have a few conversations.

I tried setting up a forum before and it's really hard to get members. Your niche is specific, but i assume there are plenty of car forums around. You'll need to offer something in return i think to make it work.

What i would do is organise a monthly contest or something to give people an incetive to stay active. Whatever car lovers want, offer it to them in a way that keeps them posting on the forum. Once you get a base of regular posters, the forum will grow by itself and your hard work will be over (except for moderating it)...
