Ideas to entice citizens to sign up on a city portal site?

Anyone have any ideas on how to entice local citizens to sign up on a city portal? Trying to figure out something to give them or (drawing a blank here)

Maybe you can talk with some local merchants and offer both some coupons as well as some prizes.

Yes, good idea. It would be cheap to print up a couple thousand post card size flyers and put a small stack of them in different places. I'll bet you could even door hang some apartments and see your traffic go up as a result.

Think in terms of: "What's in it for them?"

You want them to sign up.

Why would they want to sign up?

What benefits to you have to offer them?

Why would they want to be on your list? Why would they want to hear from you each week or month?

How will being on your list make their lives in _____ (city) better?

Could be the chance to learn about specials and events before they hear about them elsewhere, bonuses, discounts.
