For starters, check whether the PR (of the domain's home page) is fake. This can be a lot harder than it sounds:

Definitely check to make sure the PR is valid. Also check that the site is not black listed by Google. Check the backlinks pointing to the site to make sure they are not a bunch of spammy links.

Are you buying just the Domain or a complete website? If it's just a Domain, the PR will be wiped out in Google's next update.

High PR should mean good levels of traffic. So I would verify that.

Don't buy FTV (Fake To Valid) domain. It used to be fake PR but steal or redirect other PR domain.

Most importantly, understand that PR in NOT given to a domain name. It is given to a web page with content, which happens to be installed on a website using that domain. The PR will fade away quickly once the content that earned it is gone.
