What are some roadblocks to testing?

I am working on my sales letter and need some input. What keep you from starting to test to improve conversion/opt-ins etc?

What I have discovered is nearly everyone feels they should be testing but few actually do. I just cannot put my finger on where the roadblock is.

    For me, it is one of those things I have been planning to do, but due to success of sales to existing customers, I haven't had time to work on the sales letter than new customers would read.
