Team Project! Let's get me out of some parking tickets

So I came back to school recently while unbeknown to me they altered their parking rules and never even told me about it before I came back. Living "on capmus" (technically), I cannot purchase a parking permit of any kind, therefore I can't park anywhere.

So I'm going to keep driving and accrue lots of tickets and see what happens. In the mean time, I'm going to brain storm brilliant ideas to get out of these future tickets. Here are the rules I have to stick to:

Examples of defenses that are not grounds for appeal:

* Never got the ticket
* Didn’t know the Parking Rules
* Only parked a few minutes
* Lot was full
* Was late/weather was bad
* Had my flashers on
* Flasher don’t work/ battery is weak
* Picking up/dropping off friends/books/labs etc.
* Someone else was using my car
* No money to pay fine
* My co-worker/friend told me I could park there
* Repeat violations

The appeal decision will be based on these factors:

* Accuracy of the extenuating factors and information presented;
* Supporting documentation included with the appeal;
* Consideration of unusual circumstances; and,
* Current parking record.

Any ideas I could use? Any tips? I'd appreciate anything. I'm going to have to be increasingly creative with these to make them work. I appreciate any input! Thanks!

P.S. - I have a hereditary food intolerance, think I can swing that into a full blown handicap type thing and never get bothered again?
