PROGRAMMING

I am looking to create a webpage where a person creates an account, and gets emailed login details..with own affiliate link like this site...i have hostgator account and fantastico..but have no idea how to create, can someone guide me thankshttp://38020.powerbarclub.com/Content/Visitors/GetPaid.aspx

The simple answer is to hire a programmer or purchase a packages solution. The long answer wont fit here.
