How Should I Organize This?

I've found what I believe to be a few "diamond in the rough" keywords that look something like this:

"blah blah blah" = 18,000 searches/month
"blah blah blah tips" = 1,000/month
"blah blah blah rules" = 1,000/month
"blah blah blah quotes" = 1,000/month
"blah blah blah careers" = 880/month
"blah blah blah problems" = 2000/month

Should I A) make a page for each keyword listed above or should I B) make a page titled "blah blah blah" and insert numerous subheadings w/ optimized sub keywords? I should also note that I don't think I can easily make individual QUALITY pages for the longer tailed keywords ie pages that are AT LEAST 300 words.

BUT, I'm sure cross-linking would be very easy.

So again, which route DO YOU think will yield the most traffic? Please explain too!

    I think 2 keywords or search terms per site is all you can get away with.

    If it were me..I'd make the homepage target the 18k search/mo keyphrase...Then, I'd make inner pages dedicated to each of the 800-2k/mo searches. Build links to all pages including the inner pages using your keywords and anchor texts.

    Impossible to say because we have no idea how tough the competition is for the keywords.

    Low search volume has nothing to do with the competitiveness of a keyword.

    Don't assume because a phrase is long tail it's going to be really easy.

    If they are really easy SERPs, you might get them all on one or two web pages, on the otherhand if they aren't as easy as you think could be a webpage each with months of off site work building backlinks.

      I'm sorry for the confusion. By "diamond in the rough", I meant that each keyword has very little competition.

      If I just make a masterful page about "blah blah blah" though w/ the url: website.com/blah-blah-blah, do you think I'd still be able to rank for each of the secondary and tertiary keywords AS EASILY as I can for them individually? I know I can rank for the >2k keywords if I make individual pages for them, but without combining them all onto a single page, "master" page, I don't think I can rank for the 18k keyword.

      This is tougher to explain than I imagined... haha
