I think that PR comes from backlinks, but it's all about the quality. If you get linked by a PR 8 site, it is better than to be linked by 100 PR2 sites.

On the other hand, be careful if you sell text links, one of my sites have been punished by google for doing that...PR0 again!

Article Marketing, Social Bookmarking, relevant on site content optimization all work. Best thing you can do is make sure your site uses the relevant keywords in the content then from there work on the articles, and bookmarking. There are atleast a dozen more ways to build traffic.

I think all marketing stuff can help website traffic and has very less impact on PR.
Quantity of good contents and few links from high profile sites can help boost PR, its up to you to get those links form high profile sites

search manually and contact those webmasters, email them by hand everytime and at least get 2-3 links a week that are relevant and worthy. Try to make them in the pages that have very few outgoing links. If the link is in the content of the website then its great.

The best possible way to get high PR and good amounts of site traffic is to write with the reader in mind. Write unique, quality content that people want to read. Preferably on a subject that isn't discussed by every other website on the internet. If it is then add your own twist and make it more helpful or more interesting! This way people will naturally tell one another about the site and the linkbuilding should come naturally. Then you can add even more of your own links on top of those!

Google has also begun considering load time in rankings and what not... So having a nice speedy website couldnt hurt.

Can someone explain what is link wheel? I know about classified ads, but is link wheel same as link building?

But the problem is that when I go about writing such articles, I decide that since I have spent so much time on these articles, why to simply post them to goarticles or ezine. Instead I could make some money back by selling them. How can I change this mentality?

I have heard that the PR of a site gets shared by the number of links coming from it. So if everyone in forums has such signature links, what's the use?

What is the best way to find blog or sites that are closely related to our niches? Is there some sort of tool that I'm not aware of? I think Amber.ella's comments are valid and I use those sources to get a site from PR0 to PR3 quickly.

I have found the best source of traffic coming from tribe syndication methods this is where you work with a small group of people who syndicate each others content every week. If you are writing good content, people will be only too happy to help you out. There are a number of different groups you could get involved in or you could set up your own.

I find commenting on other peoples blog posts brings me the most traffic, as does being a good leader, mentor, offering good quality information, forum marketing, article marketing, video marketing and sending out quality information/newsletters to your list.

So don't forget to keep building that list.
