Too Soon For Link Directories?

Hi, warriors. I'm working on my site, and it's only got a few pages so far, with more scheduled to publish. Lately I've learned that backlinking can be sort of an art, so I want to do this as well as I can. How soon would it be appropriate to start submitting to link directories? Can I start to do that as I'm building the site, or would the SE's penalize me for doing so before I'm finished? Also, if I submitted to, say 30 directories within a couple weeks time, is that seen as building too fast?

Thanks for any insight.

Generally directories don't accept website under construction, however you will get into few of them.
I don't think that your site will be penalized by listing in few directories.

I agree. Complete your site so you can submit to higher quality directories.
