Huge Difference Between New Google Keyword Tool and Old?

I was doing some work in Micro Niche Finder today and found a search term with an SOC of 0 and had 18,000 exact local searches, confirmed these numbers in the old Google keyword tool interface and then for grins, decided to check in the new google keyword tool interface. I was a bit blown away when the new interface says the search term only receives around 1200 exact local searches per month.
That is a huge difference in search numbers, any ideas as to why the two interfaces would have such different results?
