one KW phrase VS. multiple ...your school of thought?

I'm small potatos starting out. I'll quickly explain where am at or what I'm trying to do because it might help with a greater understanding of the question I want to ask;
- "rank" articles I place in directories on serp's
- send some of the traffic via direct link to the advert
- other articles I will send to my site instead
- "rank" (slower) my site in the process starting off
- single page site(at this point)
- Focus on smaller sub niches, with less competition
I've read quite a bit about KW research, however I notice there seems to be a school of thought that suggest using "multiple" keyword phrases for the same niche (I believe I'm characterizing that accurately), or maybe I should say for the same article? (if that applies to article directory marketing)
When I use Goggle's KW phrases(between 2 to 4 words) some of the niche phrases are only getting a few hundred or a couple of thousand searches per month, I believe the logic is use multiple KW phrases so that "combined" they total at least "10,000" searches per month if #'s are low,...
(10k is what I've read that is a good number of monthly searches with low competition serps or pr ranking for getting a reasonable amount of traffic or ranking for those kw's)
if true, any suggestions on "implementation" of these "multiple" phrases within a given article?
( I have some confusion about what may seem an obvious question. I'm trying to understand the "mix" or balance of this KW strategy)
