I Escaped Google Penalty, No?

I make this short and simple. My blog get penalized by Google on 14 February 2011. After submitting website consideration request, the Google penalization message on top of my account in Google Webmaster has gone. I assumed that my blog has been released from the "Google jail".
However when I googling my blog's URL it not shown in the search result. All my rankings which has lost before (because of Google Penalize) still unavailable.
My questions are:
1. How long it takes for Google in include my blog into the search engine again?
2. How I can get my rankings back?
3. Is my blog really free from Google penalize?
