What are the "TRUE" page results?

When I do keyword research on a keyphrase (exact match), I will look at the first page and think, "what do we got here?".
Case in point, I did a search for:
"how to build a solar panel"
First page of results shows a total of
"3,220,000 results"
allintitle:"how to build a solar panel"
"82,500 results"
But if I jump all to the way back to the last page of results for the original phrase, in this case, page 55, I see:
"In order to show you the most relevant results, we have omitted some entries very similar to the 544 already displayed."So? what's the right amount of competition here? I'm tempted to say 544, but it cant' be that low of a number, especially when it's such a well know, and well saturated niche.
Any insights?
