Not true. Even though high PR pages are little bit easy to rank high but it doesn't mean google will rank the page without any backlink. In fact a PR4 page already got lots of backlinks so that the PR is improved.

I saw lots of old domains with very good contents sunk bottom of the SERPs and struggling to crawl forward only for lack of backlinks. If content is the king then backlinks are queens..

Every need to get every backlink you can come by. They really add up, nofollow or dofollow, it doesn't matter. Take your hyperlink and put it where other people can see it.

You need to get some high pagerank dofollow backlinks. For example 2-3 PR5 backlinks can do it or one pagerank 6 or more backlink probably can do it. But pagerank is not such important in my opinion.

high quality content with backlinks from high PR sites will earn you high PR. Don't just go after backlinks, do some work on site too because content is more important than backlinks. I have seen many sites with High PR but less backlinks

Yes, a strong PR5 link with very fews links on homepage, would give you a PR4. However, don't focus on PR, focus more on authority. Hence, focus on building quality links for authority sites vs high PR links from low authority websites. Having a PR 4 website alone will NOT rank your keywords.
