Why is Google ranking Plain pictures over Content?

I searched for a keyword of three word. I got a site at #5 to which just one word matched. And it's in the navigation TAB, not even in Title or site summary. Then I clicked that tab and found a page with just Plain pictures of the searched product. They're just plain because there was no description, caption even price tag of those pictures and they weren't pointed to any other pages. What I found there is just a logo with a link to the actual manufacturer site (It wasn't a affiliate link) which is naturally at #1. That's it.

The site isn't an authority site of that product as there are other kind of products too. Even they aren't selling them online. I checked their other pages too, and everywhere the same scenario. It's homepage is a PR-1 and has an Alexa rank of about 3 Million.

So, if Google is trying to ensure the Best experience to the users with Quality Content or something that offer Value, then just some plain pictures is offering what kind of Value that Google has put it at that position? What is Google looking for?

    At the minute i think google is just having a few teething problems. There are many other similar problems going on at the minute. Sites that are ranking with little to no content and sites with tonnes of content and great stuff have dropped in rankings.

    Just need to give them a little bit more time.
