How to get High-Quality/HIGH PR contextual backlinks?

Hello,

As we all know, the best backlinks are HIGH PR, contextual, related backlinks...

As far as I know there are 1-2 options for that:

1) Guest post - find suitable website to post your content, you might get a nice backlink from HIGH PR related website

2) Make bunch of web2.0s with unique content and start backlinking them. After a while they will get some sort of PR.

..BUT is there any other chance for that? I mean, how do you guys get HIGH PR contextual backlinks or how do you find places to do that? As far as I know those backlinks are the best if you want to boost your sites in SERPS.

    - Buy high pr domain from Godaddy and convert them for your personal blogging use.
    - Post high quality content on your blog that will trigger everyone's attention. Bloggers, webmasters e.t.c will republish them on their sites.
    - Do a free and paid press release distribution, again the topic of the content is vital for it to go viral.

    When you are blogging and doing press release, the secret is to always choose your content wisely.
