Do 301's boost SERP's?

If you 301 a PR3 to a PR0 with moderate link building, will this boost the keywords in the serps for the PR0 site?

    It will transfer the PR and any rankings that the PR 3 website already has

    If it doesn't have any rankings just the PR it will not boost your SERP position.

    It does however provide a nice buffer tier 1 type site that you can build links to.

    From what I've experienced doing it myself I've been able to build a larger quantity of links towards the 301 site than I'd be able to build towards my actual domain so it does make ranking a little bit easier

    So it won't help boost the links you've already built for the PR0, but once the juice is passed Google will tend to trust the links being built to the PR0 site thereafter because it has a higher PR now?
